While the Free contraception mandate distracts most Conservatives, the FY2013 budget quietly introduces new Federal regulations for Teen Pregnancy Prevention. The new regulations change the Congressional definition (LAW) of sexual abstinence to essentially "not participating in sexual activity until you want to."

Health and Human Services Director Kathleen Sebelius and her Safe Sex Cartel (Planned Parenthood, the Campaign to Prevent Teen Pregnancy, SIECUS, Advocates for Youth, Department of Education, Advocates for Youth, HHS, CDC, ACLU and others) now want Free access to any and all remaining appropriations for Abstinence-centered Education.

Currently there is a 20:1 disparity between Safe Sex vs. Abstinence Education; $100 Million: $5 Million.

With the new guidelines, Safe Sex education may receive all $105 million and Abstinence-centered education may receive nothing! If successful, this means that Abstinence IS Safe Sex. Abstinence-centered Education is gone. Teens will no longer be taught self-restraint, self-denial, or forbearance.

To reduce poverty, Welfare Reform (1996) and Temporary Assistance to Needy Families () promoted the formation and maintenance of two parent families and marriage. The original intent provided a more robust framework for abstinence education. The Congressional definition, commonly called A-H ("A through H"), provided strict guidelines for any abstinence education program receiving Federal funds. (Safe Sex programs have NEVER had such strict guidelines!)

TANF: Block grants to States to design and operate their programs to accomplish the following purposes:

Congressional Definition: "Abstinence means voluntarily choosing not to engage in sexual activity until marriage. Sexual activity refers to any type of genital contact or sexual stimulation between two persons including, but not limited to, sexual intercourse." A-H Guidelines:

The Safe Sex Cartel has been livid for over 16 years about the A-H definition because it had the audacity to codify the expectations of high standards for our teens and to teach that the best context for sexual activity is within marriage. They have attacked, bullied, and denigrated the more than twenty proven effective abstinence education programs. Programs extensively evaluated and found to significantly delay sex and/or encourage teens to rethink their sexual decisions. By spewing their propaganda, they continue to make sexual activity the expected standard (the norm) for all school age children! After all, teens will have sex anyway!

Sebelius and the Safe Sex Cartel's new regulations for funding Teen Pregnancy Prevention further weakens Welfare Reform (out of control entitlements!) and now abandons A-H completely. Plus, now that the boundary of marriage has been removed for the context of sex, "safe sex" programs can promote abstinence until a child does not want to be abstinent anymore. What kind of boundary is that?

With new softer guidelines to receive the Abstinence money, Abstinence-centered programs will not even be able to compete for the funding. Instead, the money will likely be given to Safe Sex programs (such as Safer Choices, Teen Outreach Program, Reducing the Risks and Making A Difference, which promote outercourse and gender bending to children as young as 12 years old). These Safe Sex programs will have even easier access to more of your tax money to hook kids on sex and Pimp Out America.

So, when was the last time you paid for sex? Your taxes pay for sex every day.
